Overview

With the support of the State Board of Education, the department worked with BOCES (Boards of Cooperative Educational Services) directors to enact Senate Bill 08-38. This law increases the capacity of BOCES to support improvement in small and rural school districts.

CDE activity has focused on gaining an understanding of the 21 BOCES organizations, their financial structure and the array of services currently provided. Work with the BOCES on the statewide implementation of Response to Intervention (see separate reform initiative listing) remains a high priority. CDE is continuing its partnership with BOCES with particular emphasis on providing RtI regional support and service to smaller and rural districts.

In 2008, Colorado state legislation approved Senate Bill 08-038 (SB038) "Regional Service Areas" (RSA) which creates 12 regional service areas to support local and regional initiatives to increase student achievement. Each region has a Regional Service Area Council which is responsible for the development, monitoring and reporting of a regional plan to address educational needs within the region. The regional councils are comprised of representatives from K-12 school districts, postsecondary institutions, Boards of Cooperative Educational Services (BOCES), early childhood providers and local community and business representatives.
